Change from Visitor to Dependent Visa

I have a student visa here in Japan but my husband is a NZ citizen so he only has a visitor visa. Rather than going back to NZ and wait for a Certificate of Eligibility...It is possible to apply for Dependent Visa while he is still here in Japan?
