Visa/Master card in J-bank for foreigner

Is it possible for a foreigner to obtain a Visa or Master card from any Japanese bank? I`ve been leaving in Japan 3,5 years so far, 2 of which working for one and the same company, though two times I tried to apply to Visa/Master card and bank has rejected my application...
Are there any particular banks who issue cards for foreigners?

I was able to get JAL and ANA credit cards on my first attempt after about two years in Japan.
I had a good income and a spouse visa.

I do not have a spouse visa, though my 3 years working visa has just been renewed for 3 more years. If I don`t have a spouse visa there are no chances to receive any credit card?
