Hair cutter for thin blonde hair...

I am here in Japan now for a bit over 2 months and I'm desperately looking for a hair cutter since my hair is now a mess.
I am not sure whether usual Japanese hairdresser can handle euopean hair. And I don't want to try 5 hairdressers before finding the right one.
So, has anyone any recommendations for Tokyo/Kanagawa area? Of recommendations what to look for? I hardly find any hairdressers, maybe I'm just blind ;)
And... the price shouldn't be too high. 6000 Yen for just an ordinary cut is a bit too much, I think...

Look for a chain called Ash. They're pretty good I think. And I've seen foreigners in them.
