Where to register for my Gaijin Card?

Helloes peoples.
I'll be in Japan shortly and within 90 days of arriving, I'll need to apply for my alien registration.
I understand that I have to do it near where I live, but I'm not sure where the office is. I'm gonna stay in Appikogen near Hachimantai, Iwate.
Anyone got any idea in what city this office would be located? Could it be in Hachimantai? Or maybe even Morioka?

Im gonna stay with my japanese host family, so maybe if anyone knows what the Office is called in japanese, they might be able to help me find it
