Hi there,
Does everyone in Japan who carry a cellphone has the the option Email or they've to add the option to their cellphone?
If they do receive email,do they only receive from Japan or also outside Japan?

E-mail is already standard on mobile phones. You do have to set it up though. For example, somebody on Softbank would be xxxxx@softbank.ne.jp.
They can do e-mail just like on computers, domestically and internationally. However, it should be noted that spam for cell phone e-mail can be a big problem if you use it too often when signing up for mail listings, etc.

For Softbank, you need to pay 315yen to activate the email service. You can customize the email address and it can receive email from any sender.
