Pakistani labour families visas

Sir I want to know one question.
My brother is working in Japan as labour, and his spouse and one small kid is in Pakistan.
I want to know one thing that Japan is issuing any type of visas to family of Labours are not?

What visa is he on? Regardless of the category, they should be able to qualify for dependent visas. Or could try to apply in a different category.
