My husband is a US Military based in Japan and Im in Philippines.Can I get a visa to visit him?

If your husband is in the US Military, he will most likely be based in Japan under SOFA rules, and so normal Japanese immigration and visa procedures do not apply. Your husband should ask his base superiors what paperwork is needed for you to visit him.
