The Fish Market move to the new location was delayed by another year. Can I assume the Tsukiji Fish Market will still stay open to tourists through 2013?

The article is out-of-date. The market is not expected to move before spring 2016! It will remain open at least for three more years. And even afterwards it is expected that a market-like establishment will continue to exist.

WIll March be a busy time? I'm hoping to visit Tsukiji 1st week of March and I'd like to know if I need to line up before 4 am for the tuna auction.
